The Natural Gas Combined Cycle 400 MW

The government of the Republic of Ecuador, launched the prioritized project called Natural Gas Combined Cycle 400 MW (NGCC), through which clean energy will be supplied to the country, improving and diversifying the energy matrix, ensuring the supply of electricity to consumers.
The Ministry of Energy and Non-Renewable Natural Resources promote and will carry out Public Selection Processes (PSP) to concession to private companies, the NGCC.
NGCC Overview
Power required: 400 MW (+/- 10%)
Investment (aprox): US $ 623 million
Term of concession: 25 years
Payment: Fixed payment for available power and variable payment for energy generated.
Project development: 24 months
Construction: 36 months
Inside NGCC
•The NGCC will have a power of 400 MW and will use natural gas (NG), from local production and / or the international market. It will be built in the coastal region of continental Ecuador.
•Bidders will be free to choose and propose the location of the Combined Cycle.
•The connection point will be defined by the bidders in one of the substations located in the Guayaquil area. Basic reference studies of connection alternatives are available.
•There are two important ports that can be considered for the development of the project: Puerto Monteverde for LPG and Puerto Posorja (commercial port).
Public Selection Process (PSP)
•The PSP will be awarded to the offer that, complying with the technical, legal and financial requirements, offers the lowest present value of the energy.
•The awarded company will sign a regulated contract for the sale of energy with each of the distribution companies.
Evaluation of the economic offer
•Access to information: The interested party shall pay US $ 20 000 for acquiring the participation rights, documents and studies.
•The Ministry will consider the following requirements:
•1. Financial capacity.
•2. Technical background.
•3. Legal requirements.
•4. Compliance with the technical offer established in the TOR.
•Finally, along with the technical offer, a guarantee must be presented, for USD $ 20 000 for each MW of power offered.
